Programme scope
Surge is the mechanism that moves specialists into an outbreak within days. The communications problem is a narrow one: convey genuine urgency to ministries and partners, while never reading as alarmist to the public who see the same materials second-hand.
Emergency design defaults to red, sirens and hard diagonals. That vocabulary is exhausted, and in a health context it does active harm.

The static identity is calm, almost clinical. Everything that signals speed lives in how the system behaves: entrance timing, the way information stacks, how quickly type settles.
A still frame reassures. The same asset in motion communicates that something is already happening. That split let the same materials serve a technical audience and a public one without producing two systems.
Rather than a mark per response, we built a modular structure where the response type occupies a fixed slot. New response types can be added by a non-designer without breaking the system.
The motion package shipped as editable templates, so field communications officers could produce compliant social assets in under an hour.
